where did they get this counsel from. Was it really from the lord or it was from their own pagan minds.
Probably they had sent for and enquired and knew that Israel often offered trespass offering to the lord so they decided to do likewise.
Even after giving their counsel, the conclusion was that per adventure he might spare them.

Obviously the law and it’s reading 📖 to all people had been abolished, there was no structure to ensure that across Israel they knew the laws of God.
